A policy is ultimately inherently normative. One cannot deduce an ethical conclusion through a description of facts alone, and thus, ethics must be part of the policy process. This model characterizes the different contributions of science and ethics in terms of the distinction between description and prescription. Science is the source of descriptive statements about the nature of reality through analysis of facts and experience. Ethics is the domain of inquiry that attempts to answer normative questions, and provide prescriptive statements.

One last point that bears mentioning is that the choice of theory, or rather the choice of criteria for moral standing has elicited significant attention from other philosophers and has generated an enormous amount of controversy. 50 Many of the issues that have been raised by the normative philosophers have inspired others to develop different theories which will be discussed below. As mentioned above, non-anthropocentric normative moral theory was not the only stream of thought that characterized the second episode in the development of environmental ethics.

At this stage in the argument, we are still talking about individual entities. The development of ecocentric ethics marked a further expansion in the circle of beings who were put forth as candidates for moral standing. Now the proposal was to extend moral consideration to ecosystems, to include all of nature in the Page 6 category of things that have non-instrumental, or intrinsic value.
